The Management Measures are formulated to maintain the normal education and teaching order, further standardize the examination management, strictly enforce the examination discipline and maintain fair and impartial examination.
Article 1 Invigilators will be arranged based on the number of examinees. Three invigilators will be arranged at the examination room with more than 50 examinees and two invigilators will be arranged at the examination room with less than 50 examinees.
Article 2 Those who are not qualified for the examination shall not enter the examination room to take the examination, and the offenders will be treated as violating disciplines.
Article 3 Examinees shall keep proper appearance and clothing and enter the designated examination room on time, and shall take a seat as arranged. Examinees are not allowed to move their seats without permission from the invigilators during the examination.
Article 4 Examinees who are late for 15 minutes are not allowed to enter the examination room and will be treated as being absent for the examination without any excuse; the examination personnel is required to keep records.
Article 5 Examinees are not allowed to unbind the bound examination paper and the offenders will be treated as violating disciplines. If the act leads to the plagiarism of other examinees, the offenders will be treated as cheating. Examinees who leave the examination room without permission before the end of the examination will be treated as violating disciplines.
Article 6 Examinees are not allowed to take mobile phones and other communication tools, or take books, paper and electronic storage tools without permission into the examination room, and are not allowed to borrow the calculator from others.
Article 7 Examinees must take their valid documents (including their student ID cards and ID cards; the all-in-one card is not a valid document) when they take the examination. In case of loss, examinees need to provide relevant certificates with their photos.
Article 8 The examination paper must be written with blue and black fountain pen or ballpoint pen. The handwriting shall be neat and clear and the answers shall be written on the unified answer sheet. Examinees are not allowed to take the answer sheet and scratch paper into the examination room by themselves, and the offenders will be treated as violating disciplines.
Article 9 The examination personnel will not explain the contents of test questions. If the examination paper is not clear or there is an error during the distribution, examinees can raise their hands to ask questions.
Article 10 When the examination time is over, examinees shall immediately stop answering questions in the examination paper, and shall place the examination paper and scratch paper on the desk after sorting and leave the examination room. Examinees who delay to hand in the examination paper will be graded zero. Examinees are not allowed to carry the examination paper out of the examination room and the offenders will be treated as violating disciplines.
Article 11 After handing in the examination paper, examinees shall leave the examination room immediately instead of staying in the room or talking at a nearby place.
Article 12 Examinees must strictly abide by the examination room discipline, keep quiet and follow the arrangements of the examination personnel. For those who violate the examination discipline, invigilators shall have the right to recover the examination paper on the spot and cancel their examination qualification.
Article 13 Invigilators shall not ask the students to invigilate the examination on their behalf. Invigilators who cannot invigilate the examination due to special situations are required to make an application to the school before the examination and the school will re-arrange others to invigilate the examination.
Article 14 Invigilators shall wear an invigilator card, strictly enforce the examination room rules and earnestly perform the duties of invigilator. During the invigilation, invigilators are not allowed to read books and newspapers, gather to chat, be absent without leave, smoke or deal with things unrelated to the invigilation. During the invigilation, the mobile phone shall be turned off. If invigilators fail to earnestly perform their duties during the invigilation, resulting in the accident involving duties of invigilator, they will be dealt with according to the Identification and Handling Measures for Teaching Accidents of Southwest Jiaotong University.
Article 15 Invigilators must enter the examination room 15 minutes in advance based on the time and place specified in the examination schedule, arrange the seats according to the list of examinees (the seating plan is required to be written on the blackboard) and space examinees’ seats based on the student number, to ensure that there is enough spacing between the examinees. Examinees are not allowed to take their seats free.
Article 16 Before the start of the examination, invigilators shall announce the examination room discipline to the students, emphasize that students are not allowed to take mobile phones and other electronic communication tools into the examination room, and ensure that students place bags, books, notebooks and things related to examination in front of the classroom.
Article 17 Invigilators shall unseal the examination paper on the spot within 15 minutes before the start of the examination and check the number of examination papers to prevent the missing papers and missing pages. After confirming that examinees take their student ID cards and ID cards, invigilators shall distribute the examination papers to the students 5 minutes before the start of the examination.
Article 18 Invigilators shall carefully check the examinees’ documents and supervise the examinees to sign in on the list of examinees.
Article 19 Invigilators shall strictly perform the examination time and shall not take ahead of or extend the examination time with any excuse.
Article 20 When handing in the examination paper at the end of the examination, students shall be asked to place the examination paper and scratch paper on the desk or hand in the examination paper to the podium, and then can leave the examination room. After the examination papers are collected, invigilators shall check the number of examination papers to ensure that the number of collected papers is equal to that of distributed papers. In case of any discrepancy, it shall be filled in truthfully on the registration form of examination room situation.
Article 21 Invigilators shall fill in the registration form of examination room situation and the relevant items on the examination paper bag, so that the follow-up work such as scoring and archiving can be carried out smoothly.
Article 22 When it is found that students have any cheating behavior, invigilators shall stop it on the spot, cancel their examination qualification, recover the examination paper and let the students wait in place to accept punishment, and shall promptly contact the examination personnel of the Office of Academic Affairs and carefully fill in the Approval Form for Violating Examination Discipline and Cheating Punishment of Students. Invigilators who turn a blind eye to, do not prevent, do not record faithfully and conceal the violating discipline and cheating behaviors at the examination room, upon verification, will be criticized or given disciplinary punishment by the university depending on the circumstances.

Chapter IVSupplementary Provisions
Article 24 The Measures shall come into force from September 1, 2017. The original Implementation Rules for Examination Management of Southwest Jiaotong University are abolished simultaneously.
Article 25 The university authorizes the Office of Academic Affairs to be responsible for the interpretation of the Measures.
