第一章 总则

Chapter I General Provisions

第一条 为规范学生公寓管理,营造安全、舒适、优美、安静的学习环境和生活环境,培养学生优良的品德和良好的作风,依据《普通高等学校学生管理规定》等法律、法规和规定,结合学校实际,制定本办法。

Article 1 The Measures are formulated in accordance with the Provisions on the Administration of Students in Regular Institutions of Higher Education and other laws, regulations and provisions and in combination of actual situations of the university, to standardize the management of student apartments, build a safe, comfortable, beautiful and quiet learning environment and living environment and cultivate excellent moral character and good habit of students.

第二条 学生公寓是指学校的各类学生住宿建筑物,其所有权属于学校。入住学生公寓的学生应当服从学校管理。

Article 2 The student apartment refers to various student accommodation buildings of the university and its ownership belongs to the university. Students living in student apartments shall be subject to the management of the university.

第二章 管理体制

Chapter II Management System

第三条 学生公寓由资产与实验室管理处、学生工作部、后勤与基建管理处、国际合作与交流处、保卫部及各学院共同配合,实施综合管理。具体分工如下:

Article 3 The student apartments are jointly managed by the Assets and Laboratory Management Office, Student Affairs Department, Logistics and Infrastructure Management Office, International Cooperation and Exchange Office, Security Department and the schools. The specific division of work is as follows:

1. 资产与实验室管理处负责学生公寓的统筹管理,具体职责有:参与制定学生公寓建设规划;负责统筹学生公寓使用规划;负责学生公寓房屋及附属设施修缮统计;负责学生公寓家具资产配置;负责因房屋客观原因造成的宿舍、床位调整审批。

1. The Assets and Laboratory Management Office shall be responsible for the overall management of student apartments. Specific duties: participate in the development of student apartment construction planning; be responsible for coordinating the student apartment use planning; be responsible for the repair statistics of student apartment buildings and ancillary facilities; be responsible for the asset allocation of student apartment furniture; be responsible for the approval of adjustment of dormitories and beds due to objective reasons such as buildings and others.

2. 学生工作部负责统筹学生公寓学生教育和管理,具体职责有:负责按照规划做好学生床位分配工作,配合完成学生公寓调整工作;负责统筹指导各学院开展学生安全教育、行为规范教育、思想政治教育;负责统筹学生宿舍安全联合检查;负责统筹学生宿舍卫生联合检查;负责定期组织学生进行应急疏散演练,配合进行消防演练;负责依规定、权限和程序对发生在学生公寓内的违纪行为进行处理;负责学生公寓辅导员工作站的建设和管理;负责学生宿舍、床位调整的受理。学生工作部应就学生公寓学生教育和管理制定相关细则。

2. The Student Affairs Department shall be responsible for coordinating the student education and management in student apartments. Specific duties: be responsible for assigning the student beds as planned and cooperating with other departments to complete the adjustment of student apartments; be responsible for coordinating and guiding the schools to carry out the safety education, behavioral norms education and ideological and political education of students; be responsible for coordinating the safety joint inspection of student dormitories; be responsible for coordinating the sanitary joint inspection of student dormitories; be responsible for regularly organizing students to carry out the emergency evacuation drills and providing the cooperation to carry out the fire drills; be responsible for handling the disciplinary offences in student apartments according to the provisions, authorities and procedures; be responsible for the construction and management of the student apartment counselor workstation; be responsible for the acceptance of adjustment of student dormitories and beds. The Student Affairs Department shall formulate relevant rules for student education and management in student apartments.

 

3. 后勤与基建管理处负责学生公寓日常管理和服务,具体职责有:负责参与学生宿舍安全联合检查;负责参与学生宿舍卫生联合检查;负责做好学生宿舍床位管理;负责配合开展学生安全教育、行为规范教育、思想政治教育;负责做好学生公寓公共区域清洁卫生以及房屋、家具日常维修工作;负责学生公寓区域内的卫生防疫工作;负责做好学生公寓日常安全巡视、报告工作。后勤与基建管理处应就学生公寓的日常管理和服务制定相关细则。

3. The Logistics and Infrastructure Management Office shall be responsible for the daily management and service of student apartments. Specific duties: be responsible for participating in the safety joint inspection of student dormitories; be responsible for participating in the sanitary joint inspection of student dormitories; be responsible for managing the beds in student dormitories; be responsible for providing the cooperation to carry out the safety education, behavioral norms education and ideological and political education of students; be responsible for the sanitation and hygiene of public areas in student apartments and the daily maintenance of buildings and furniture; be responsible for the sanitary and anti-epidemic affairs in the student apartment area; be responsible for the daily safety patrol and report of student apartments. The Logistics and Infrastructure Management Office shall formulate relevant rules for daily management and service of student apartments.

4. 国际合作与交流处负责做好留学生公寓的床位分配工作;学生工作部、国际合作与交流处共同负责完成留学生公寓调整、退宿等工作。

4. The International Cooperation and Exchange Office shall be responsible for assigning the beds in international student apartments, The Student Affairs Department and the International Cooperation and Exchange Office shall.

 5. 保卫部的具体职责有:负责学生公寓的治安、消防安全等综合管理及检查指导和督促;负责定期组织学生进行消防演练,配合进行应急疏散演练;负责学生公寓组团门禁的管理及组团的安全巡查。

5. Specific duties of the Security Department: be responsible for the comprehensive management and inspection guidance and supervision of public security and fire safety of student apartments; be responsible for regularly organizing students to carry out the fire drills and providing the cooperation to carry out the emergency evacuation drills; be responsible for the access control and safety patrol of student apartments.

6. 各学院的具体职责有:负责具体落实学生床位分配和学生公寓调整工作;负责具体开展学生安全教育、行为规范教育、思想政治教育;负责具体做好学生宿舍日常安全检查和日常卫生检查;负责定期组织学生进行应急疏散演练及消防演练;负责依规定、权限和程序对发生在学生公寓内的违纪行为提出处理建议。

6. Specific duties of the schools: be responsible for specifically implementing the student bed assignment and student apartment adjustment; be responsible for specifically conducting the safety education, behavioral norms education and ideological and political education of students; be responsible for specifically conducting the daily safety inspection and daily sanitary inspection of student dormitories; be responsible for regularly organizing students to carry out the emergency evacuation drills and fire drills; be responsible for making the handling suggestions on disciplinary offences in student apartments according to the provisions, authorities and procedures.

第三章 管理规范

Chapter III Management Practices

第四条 学生入住

Article 4 Registration

1. 全日制本科生原则上应在学生公寓集中住宿,学生工作部、后勤与基建管理处、各学院负责具体安排。研究生、留学生经本人申请,学校审核同意,可在学生公寓住宿。

1. In principle, full-time undergraduate students shall lodge in the student apartments centrally. The Student Affairs Department, Logistics and Infrastructure Management Office and the schools shall be responsible for the specific arrangement. Graduate students and international students who make an application by themselves can lodge in the student apartments after the review and approval by the university.

2. 学生入住前,学生工作部负责代表学校与学生签订入住协议书,明确学校与学生双方的权利、责任、义务。

2. Before students move into the dormitory, the Student Affairs Department shall be responsible for signing the registration agreement with the students on behalf of the university, to specify the rights, responsibilities and obligations of both the university and the students.

3. 住宿分配本着分区住宿、按学院相对集中的原则进行,住宿条件紧张的情况下需充分利用床位。

3. The accommodations shall be assigned based on the principle of the partition accommodation and relative concentration of the school. In the case of insufficient accommodations, the bed shall be fully utilized.

4. 延长学年学生需住宿的,须本人提出申请,经学院同意,由学生工作部在学校住宿条件允许的情况下进行安排,住宿费用按照学校计划财务处规定收取。

4. Students who need to move into the dormitory due to the extension of period of schooling shall make an application by themselves, and the Student Affairs Department will make arrangements if the university’s accommodation conditions permit with the consent of the school. The accommodation fee shall be paid in accordance with the provisions of the Planning and Finance Office of the university.

5. 学生因特殊原因办理退宿手续后,需要重新住宿的,须本人提出申请,经学院同意,由学生工作部在学校住宿条件允许的情况下进行安排。

5. Students who need to move into the dormitory again after the deregistration procedures are handled due to special reasons shall make an application by themselves, and the Student Affairs Department will make arrangements if the university’s accommodation conditions permit with the consent of the school.

第五条 学生调宿

Article 5 Changing the dormitory

学生因房屋客观原因需要调整宿舍、床位的,应通过所在学院向学生工作部提出申请,经资产与实验室管理处、学生工作部批准后进行调整。

Students who need to adjust the dormitory and bed due to objective reasons such as buildings and others shall make an application to the Student Affairs Department via the school, and the adjustment is allowed after approval by the Assets and Laboratory Management Office and Student Affairs Department.

宿舍、床位调整,根据空宿舍、空床位情况,按同班级、同学院的原则调整,原则上不办理跨年级、跨学院调整。

The dormitory and bed shall be adjusted in the same class and school based on the vacancy situation of dormitory and bed. In principle, the across-grade and across-school adjustment is not allowed.

学生不得以任何理由拒绝学校安排其他同学入住或强迫室友从寝室搬出。

Students shall not refuse to other students arranged by the university to move into the dormitory or force roommates to move out of the dormitory.

第六条 学生退宿

Article 6 Deregistration

1. 学生学习结束(毕业、出国、退学)时,按学校规定时间凭离校通知单办理退宿手续。

1. Students shall handle the deregistration procedures with the leaving university notice at the time prescribed by the university after completion of their studies (graduation, going abroad and quitting schooling).

2. 休学的学生需办理退宿手续。休学半年以上的学生,床位不予保留。

2. Students who suspend their schooling are required to handle the deregistration procedures. For students who suspend their schooling for more than six months, the bed will not be reserved.

3. 本科生因特殊原因在校学习期间需退宿的(按学年退),须本人提出申请,经家长同意和学院批准后,由后勤与基建管理处办理退宿手续并报学生工作部备案。

3. Undergraduate students who need to move out of the dormitory during the study at the university (on an academic year basis) due to special reasons shall make an application by themselves, and the Logistics and Infrastructure Management Office will handle the deregistration procedures and report it to the Student Affairs Department for the record with the consent of the parents and after approval by the school.

4. 学生退宿费用结算按学校计划财务处规定执行。

4. The fee settlement shall be implemented in accordance with the provisions of the Planning and Finance Office of the university when students handle the deregistration procedures.

5. 退宿手续办妥后,须在规定时间内搬离学生公寓,暂时确实无法搬离的,须本人提出申请,经学生工作部批准后可适当延期,并按学校规定缴纳住宿费。

5. After the deregistration procedures are handled, students are required to move out of the student apartments within the prescribed period. Those who are unable to move out of the student apartments temporarily shall make an application by themselves; after approval by the Student Affairs Department, the period can be extended properly and the accommodation fee shall be paid in accordance with the provisions of the university.

6. 违规滞留者,在劝离无效后,资产与实验室管理处、保卫部、后勤与基建管理处、学生工作部及相关学院将强制清理。因违规滞留造成各种安全事故的,由当事人负完全责任,由此给学校造成损失的,学校有权进行追偿,触犯法律的依法移送公安机关。

6. For those who violate provisions due to failing to move out of the student apartments, the Assets and Laboratory Management Office, Security Department, Logistics and Infrastructure Management Office, Student Affairs Department and relevant schools will force them to move out after the persuasion is invalid. The parties shall assume full responsibility for safety accidents caused by those who violate provisions due to failing to move out of the student apartments. For the resulting losses to the university, the university shall have the right to claim compensation and transfer those who violate the law to the public security organs according to law.

第七条 作息管理

Article 7 Schedule management

1. 本科生公寓实行熄灯制度。周日-周四:每日 23:30-次日06:30停止供电(空调除外);周五-周六:每日 00:30 - 06:30 停止供电(空调除外)。法定节假日通宵供电。特殊时期供电根据学生工作部安排执行。

1. The lights-out system shall be implemented in the undergraduate student apartments. Sunday - Thursday: the power supply will be cut off from 23:30 of every day to 06:30 of the next day (excluding air conditioning); Friday - Saturday: the power supply will be cut off from 00:30 to 06:30 of every day (excluding air conditioning). The power will be supplied all night during statutory holidays. During the special period, the power will be supplied according to the arrangements of the Student Affairs Department.

2. 学生公寓实行闭门制度,晚11:00至次日6:30关闭公寓大门。

2. The main gate of student apartments will be closed from 11:00 pm of every day to 6:30 am of the next day.

第八条 卫生管理

Article 8 Sanitation management

1. 学生宿舍内卫生由学生自行负责保持清洁,学生应讲究个人卫生并保持室内整洁,不得堆放杂物。

1. Students shall be responsible for keeping their own dormitories clean. Students shall pay attention to the personal hygiene and keep the room clean, and shall not pile up sundries in the room.

2. 后勤与基建管理处负责做好学生公寓公共区域清洁卫生;学生应自觉维护公共区域卫生。

2. The Logistics and Infrastructure Management Office shall be responsible for the sanitation and hygiene of public areas in student apartments; students shall consciously maintain the sanitation of public areas.

第九条 秩序管理

Article 9 Order management

1. 入住公寓的学生需与学校签订入住协议书,应自觉维护公寓正常生活秩序,并有义务配合学校相关部门、学生组织做好宿舍日常检查、安全检查、卫生检查等工作。根据学校资源调配需要,配合做好宿舍搬迁和调整工作。

1. Students who move into the apartment are required to sign the registration agreement with the university. They shall consciously maintain the normal life order of the apartment and have the obligation to cooperate with the relevant departments and student organizations of the university to conduct the daily inspection, safety inspection and sanitary inspection of the dormitory. They shall provide the cooperation to conduct the dormitory relocation and adjustment according to the resource allocation needs of the university.

2. 学生公寓实行门禁管理。学生不得在闭门时间内出入学生公寓,学生进入学生公寓应主动出示证件并接受值班人员的问询。

2. The access control of student apartments shall be implemented. Students are not allowed to enter and leave the student apartment during the closing time. Students entering the student apartment shall take the initiative to show their documents and receive inquiries from the staff on duty.

3. 学生不得将床位出租、转借,不得留宿他人。

3. Students are not allowed to rent and sublet the bed and accommodate others in the dormitory.

4. 学生公寓实行会客制度,来访人员须在值班室登记并交押有效证件后,方可进入公寓,会客结束离开时退回所押证件。

4. The receiving visitor system shall be implemented in the student apartments. Visitors are required to register at the duty room and provide valid certificates before they enter the apartment. When visitors leave the apartment, the detained certificates will be returned.

本科生公寓男性不得进入女生公寓,女性不得进入男生公寓(工作人员因工作需要的除外)。

In terms of undergraduate student apartments, men are not allowed to enter the girls apartment and women are not allowed to enter the boys apartment (except for the access of staff due to the work needs).

5. 学生应当妥善保管宿舍房门钥匙和贵重物品。

5. Students shall keep the dormitory door keys and valuables properly.

6. 学生公寓应保持安静,学生在公寓区内不得有影响他人正常生活和休息的行为。

6. Students shall keep quiet in the apartment and shall not affect the normal life and rest of others in the apartment area.

7. 禁止外卖人员和社会闲杂人员进入公寓。

7. The delivery men and social people without fixed duties are not allowed to enter the apartment.

8. 禁止在学生公寓内饲养宠物。

8. Do not raise pets in the student apartment.

第十条 安全管理

Article 10 Safety management

1. 学生应积极学习安全知识,参与安全教育,树立安全风险防范和自我保护意识,掌握必要的消防安全技能、自救技能;主动配合学校相关部门进行安全检查,积极参加学校应急疏散演练及消防演练。

1. Students shall actively learn the safety knowledge, participate in the safety education, establish the safety risk prevention and self-protection awareness and master the necessary fire safety skills and self-help skills; take the initiative to cooperate with the relevant departments of the university to conduct the safety inspection and actively participate in emergency evacuation drills and fire drills of the university.

2. 学生应严格遵守宿舍安全管理规定,严禁使用和存放违章电器,严禁吸烟,严禁使用明火,严禁存放易燃易爆有毒等危险品,严禁存放管制刀具或其他违禁品。

2. Students shall strictly abide by the dormitory safety management regulations. Do not use and store illegal electrical appliances. No smoking. Do not use open fire. Do not store inflammable, explosive, toxic and other dangerous goods. Do not store controlled knives or other prohibited goods.

3. 保持消防通道畅通。在非火灾发生时不得随意动用或损坏消防设施。自行车、电动车不得进入楼道堵塞消防通道,不得在楼道堆放杂物。

3. The fire passage shall be kept unblocked. Do not use or damage the fire-fighting equipment at will in the case of no fire. Bicycles and electric vehicles are not allowed to enter the corridor to block the fire passage. Do not pile up sundries in the corridor.

4. 学生在宿舍使用的电脑、充电器、电风扇、电插排、1000W及以下电吹风等电器应符合国家3C标准,严禁使用“三无”电器、劣质电器,注意用电安全。

4. The computers, chargers, electric fans, power strips, 1000W and below electric hair driers and other electrical appliances used by students in the dormitory shall comply with the national 3C standard. Do not use the unbranded and dateless electrical appliances by a nameless manufacturer and inferior electrical appliances. Pay attention to the safety of using electricity.

5. 严禁遮挡、破坏监控设备。

5. Do not block and destroy the monitoring equipment.

第十一条 设备、设施管理

Article 11 Equipment and facility management

学生公寓的家具、设备由学校统一配备、摆放。学生是宿舍家具和设备使用的直接责任人,应爱护和妥善保管家具、设备。严禁私自改线、改装、破坏设备设施,盗窃公共用电、公共用水。

The furniture and equipment in the student apartment will be provided and placed by the university in a unified manner. Students shall be directly responsible for furniture and equipment in the dormitory and shall protect and properly keep the furniture and equipment. Do not change the line connection of, refit and destroy equipment and facilities. Do not steal the public electricity and water.

第十二条 处分与处理

Article 12 Punishment and handling

1. 有下列行为之一的学生,视其情节轻重,给予警告及以上处分。触犯国家有关法律、法规的,依法移送公安机关。

1. Students who have one of the following acts shall be given the warning and above punishments depending on the circumstances. Those who violate the relevant state laws and regulations will be transferred to the public security organs according to law.

(1) 在宿舍内存放或使用违章电器(包括但不限于:热得快、烧水壶、电炉、电磁炉、电饭煲、电炒锅、电取暖器、豆浆机、电熨斗、烤鞋器、电热毯、电热杯、酸奶机、咖啡机、蒸蛋器、电夹板、卷发棒、微波炉、1000W以上电吹风等1000W以上大功率电器或电热电器)的;

(1) Storing or using illegal electrical appliances in the dormitory (including but not limited to 1000W or more high-power electrical appliances or electric heating appliances, such as quick heaters, kettles, electric stoves, induction cookers, rice cookers, electric frying pans, electric warmers, soybean milk makers, electric irons, shoe dryers, electric blankets, electric cups, yogurt machines, coffee makers, egg steamers, hair straighteners, hair curlers, microwave ovens and 1000W or more electric hair driers)

留学生公寓学校标配的电器不属于违章电器。

The appliances provided by the university in the international student apartment are not classified as illegal electrical appliances.

(2) 在宿舍使用明火(含酒精炉、蜡烛、蚊香等)的;

(2) Using the open fire in the dormitory (including alcohol stoves, candles and mosquito coils);

(3) 私拉乱接电源,拒不整改的;

(3) Privately connecting the power and refusing to correct;

(4) 存放易燃易爆有毒等危险品的;

(4) Storing inflammable, explosive, toxic and other dangerous goods;

(5) 存放管制刀具或其他违禁品的;

(5) Storing controlled knives or other prohibited goods;

(6) 饲养宠物,拒不整改的;

(6) Raising pets and refusing to correct;

(7) 出租、转借床位,或留宿他人的;

(7) Renting and subletting the bed or accommodating others;

(8) 违反学生公寓闭门制度,在公寓闭门时间内出入学生公寓,经批评教育不改的;

(8) Violating the student apartment closing system, entering and leaving the student apartment during the closing time and refusing to correct after education and criticism;

(9) 其他学校认定的违纪、违法行为的。

(9) Having disciplinary offences and unlawful acts identified by other universities.

2. 学生公寓内由学校统一配备的家具、设备,因人为原因造成损坏、丢失的,按照《西南交通大学仪器设备及家具固定资产损坏丢失赔偿管理办法(试行)》(西交校资实〔2016〕5号)等学校相关规定进行追责和赔偿。

2. The university will claim responsibility and compensation for damage and loss to furniture and equipment provided by the university in the student apartment due to human causes in accordance with the Measures for Management of Compensation for Damage and Loss of Fixed Assets Such as Instruments, Equipment and Furniture of Southwest Jiaotong University (For Trial Implementation) (XJXZS [2016] No. 5) and other relevant regulations of the university.

3. 学生公寓严禁违章搭建,不得擅自改变公寓室内结构。因人为原因造成学生公寓建筑物或构筑物损坏的,恢复原使用功能发生的修缮费用,由责任人全额承担。

3. Do not construct the student apartment in violation of rules and regulations and do not change the apartment interior structure without permission. If the student apartment buildings or structures are damaged due to human causes, the repair costs for restoring their original use functions shall be borne by the responsible person in full.

4. 窃水、窃电的,按照《西南交通大学水电管理办法》等学校相关规定进行追责和赔偿,并按学校纪律处分规定给予纪律处分。

4. The university will claim responsibility and compensation for water and electricity stealing in accordance with the Measures for Management of Water and Electricity of Southwest Jiaotong University and other relevant regulations of the university and shall give the disciplinary punishment in accordance with the disciplinary punishment provisions of the university.

5. 因违规使用电器、明火、吸烟等造成火灾及损失的,由责任人全额承担损失,并按学校纪律处分规定给予纪律处分,触犯法律的依法移送公安机关。

5. For fires and losses caused by illegal use of electrical appliances and open fire as well as smoking, the losses shall be borne by the responsible person in full and the disciplinary punishment shall be given in accordance with the disciplinary punishment provisions of the university. Those who violate the law will be transferred to the public security organs according to law.

第四章 附则

Chapter IV Supplementary Provisions

第十三条 本办法中的学院是指招收全日制学生的各二级教学单位(含中心、所、书院、实验室等)。

Article 13 The schools referred to in the Measures refer to the secondary teaching units (including centers, institutes, academies and laboratories) who recruit full-time students.

第十四条 本办法自2017年11月1日起施行。原《西南交通大学本科生学生公寓住宿管理办法》《西南交通大学研究生宿舍管理制度》《西南交通大学学生住宿违纪处理规定》同时废止。

Article 14 The Measures shall come into force from November 1, 2017. The original Measures for Accommodation Management of Undergraduate Student Apartments of Southwest Jiaotong University, Management System of Graduate Student Dormitories of Southwest Jiaotong University and Provisions on Handling of Violation of Accommodation Disciplines of Students of Southwest Jiaotong University are abolished simultaneously.

第十五条 本办法由学校授权资产与实验室管理处、学生工作部、后勤与基建管理处、国际合作与交流处、保卫部共同负责解释。

Article 15 The university authorizes the Assets and Laboratory Management Office, Student Affairs Department, Logistics and Infrastructure Management Office, International Cooperation and Exchange Office and Security Department to be responsible for the interpretation of the Measures.
